Date/Time: August 25, 2003/0200 hours

Incident: I was coming back from Eau Claire at 2 in the morning. As I made my way through a relatively bad neighborhood, I saw a figure bent over with a large dog in its hands. I stopped off and cautiously made my way over to the figure. It hissed and ran off into the darkness. I took off after it, but lost it in a residential area. I went back to where the dog was, and it had marks on it like it had been fed on. I took no chances and destroyed the dog later by fire.

I think that this incident warrants further investigation. I wonder why this animal was fed on when there were a lot of human targets in the area.
